RnDman, one of the historical functions

of a transfer agent, is to provide updated shares outstanding

technically, as per investorwords.com:
"An agent employed by a corporation or mutual fund to maintain shareholder records, including purchases, sales, and account balances."
http://www.investorwords.com/5049/transfer_agent.html

to answer your question more directly, YES, one should be able to contact a company's TA and get cuurrent OS, some even provide freetrading/float info

unfortunately, some companies give directions to their TA NOT to divulge OS
why would you think that would be?
[its a rhetorical question]
