Is it posible Starrs can, or has commented on the OS increase? If it wasnt for financing or company dilution what was the cause of it?

If he sold a big chunk of his personal stash as well as retired that billion it could be him offering an extra slice to investors on the cheap while putting some coin in his pocket.
