I think the "theory" that billions of illegal shares dumped went out the window with $100 fines.

it's not a theory, it's a FACT. the $100 fine was because the feds screwed up and due to procedural errors were unable to use the hard drives they confiscated. pretty typical for white collar criminals like M&M to get away with a slap on the wrist.

M&M were illegally dumping shares through RME which was a key vehicle in M&Ms SCAM.
