The CEO has been straight forward

No he has not! He led us to believe that the testing was ongoing and had been stopped by the government shutdown. Now we learn that it had never begun but NOW it may be the end of spring. That PR did not come from from the DOD. IMO he is just trying something else to shift the focus all with the goal of insiders unloading shares.
