No - it just implies someone is spending a little in the hopes to encourage others to spend a lot ; so They can then rush in and sell to get some of their money back. It is a desperate ploy and sometimes works. If you look hard enough their is usually a new sucker, or desperate and gullible person somewhere that can be tricked into buying a worthless dead stock or two every day.
Chance's are this stock will bounce up and down all the way to .0001 then the company will dump a boatload of the 10 billion shared on and do another major reversal. Odds are those buying will loose all of their investment and will not be able to sell enough to recover anything but a tiny fraction of whatever they paid for it. They may even loose it all.
WATCH AND LEARN
