Has anyone been able to place/make a trade this morning?

(So on a case by case basis one may be able to sell their shares but establish a short position until "pay date" when shares come in and if there is any corporate action in the mean time you are liable and risky. Many OTC are simply not allowed. Until the 2-3wks.)
