I may take a guess here that part of the restructuring involves some sort of equity swap and/or issuance - in this case, it may be in the interests of the debt holders that PPS is low as possible before the swap or issuance. Hence the artificial holding the PPS where it is at such a low price.

Value will win out here, there is substantial value, and no bankruptcy yet, but we are trading at .10 cents . . .
