not enough material ??? Are u serious? Are they supposed to have everything from trusses to light bulbs at a lay-down site so they are forced to work around an acre of pieces frozen to the ground???? If the fricken sun pops out it becomes a mudders dream....get real! It's called JIT "just in time" delivery. Rebar then cement ect beams ect..... common sense...
