W.E.-ED… That truly is going to be the future of Windsor–Essex.

Expect soon a change in the name of the Undevelopment Commission to W.E.-ED.

Another fabulous opportunity that will put Windsor-Essex on the world map again. Can you imagine, if this new project goes through, then we will be at the centre of the legal medical marijuana business. And it is just the start of our economic diversity as you shall read below.

But of course, there is more to this than meets the eye. It is only the BLOGMeister who can put it all together in a way that makes it the perfect storm of economic development for this region., In fact, I am probably putting it together in a way that the various promoters have not yet even considered.

I can see the billboard now in my mind’s eye as the new facilities are being constructed:

Here are some excerpts from the Doug Schmidt story in the Windsor Star on January 7, 2014 respecting medical marijuana that will help you understand where I’m going with this:

• “A group effort ended with the announcement of a $12-million investment by CEN Biotech for the launch of a controlled environment for the production of doctor-prescribed marijuana. Lakeshore Mayor Tom Bain, left, Joseph Byrne, CEN Biotech investor, Bill Chaaban, CEN Biotech president, Sandra Pupatello, CEO WindsorEssex Economic Development Corp., and Don Strilchuck, CEN Biotech corporate security, at the agribusiness operations on North Rear Road”
• “We stand ready to meet every expectation that Health Canada has for the safe, highly controlled, professional management of this medicinal tool for doctors,” said Joe Byrne, board chairman of the WindsorEssex Economic Development Corporation and an investor in CEN Biotech, a subsidiary of Michigan-based Creative Edge Nutrition
• Pupatello, who was part of the official announcement at the Jim Shaban farm off Manning Road just south of Highway 401, said CEN Biotech is part of a new growth sector in the local economy, producing goods for the “life sciences” market.
• The product, all electronically tracked, is grown, harvested, dried and packaged on-site and then sent by courier to the patient/client.
• Chaaban sees current export potential to such countries as The Netherlands, Uruguay and Israel
• “This is an opportunity to start a brand new industry,” said Byrne. “Our community houses the continent’s most robust, secure border environment, and as a hub for agriculture expertise, our region boasts the country’s best hub for horticulture,” he said.”

If the name of “farm owner Jim Shaban” sounds familiar, I assume that he is this fellow:

Lakeshore – NAFTCI Studios announced its intent to bring film studios to the region back in 2005, but found its field of dreams fading as the organization struggled to find the balance between regulations and municipal requirements.

Windsor, Ontario: NAFTC Studios’ plan to open a state-of-the-art film studio in Lakeshore, Ontario is revitalized thanks to the inclusion of a 500 kW solar power plant…

Because of the Green Energy Act and Ontario’s renewable energy feed-in tariff program, companies like NAFTC Studios can provide our communities with clean energy and help grow the economy, in often unforeseen ways. NAFTC’s proposed film studios will attract large-scale movie production to Windsor from the United States.”

Again I assume that the medical marijuana plant is going to go on the site where the studio was supposed to be built. I noticed that there was a plan to build an additional building and I wonder whether or not it would be grandfathered under the feed-in tariff program. If so, this would be a huge opportunity. If not, well, you will see what opportunity there is as I describe this further.

So here is what I see happening and it is all good. So go ahead, dream a little dream with me:

1) That Joe Byrne is such a modest guy. He was wearing 2 hats at the announcement of the medical marijuana facility. First, as Chair of the Undevelopment Commission as he was identified in the 2nd paragraph of the Schmidt story. Secondly, and this was done several times, he was “an investor in CEN Biotech.”

What is interesting to me was the big role he had in the story. In fact, sometimes I was not certain if he was speaking as an investor or as the Chair or as both. As an example, he made the following claim:

“This is an opportunity to start a brand new industry,” said Byrne.”

I don’t remember him being so involved like this before in a new Company announcement. Usually this is the kind of thing that the part-time Head of the Commission but at a full-time salary, Sandra Pupatello, would be doing. Of course, she had some things to say but I wondered whether Byrne’s presence meant that he wanted to have a bigger role in the direction of the Undevelopment Commission since, frankly, they had produced very few jobs, jobs, jobs since Sandra took over. Perhaps he was concerned that unless he got involved and started producing some new employment the Commission might get wound up.

If his presence means that the Undevelopment Commission will be more aggressive in pursuing new employment, then it is all good for the area.

2) Remember what was said above about growing our economy “in often unforeseen ways.”

Sandra need not be all that upset however if Joe is more involved. She has a nice niche created for herself.

She and Jim Shaban ought to become best buddies as she becomes a huge economic development star with his help. After all, she wanted to build a film industry. He ought to be able to do so now because of the Government’s micro-fit largesse while at the same time building a facility for medical marijuana on his property.

And after all, what was Sandra’s latest brainwave? She wanted to make Windsor a hotbed of filming. She was the one who wanted to shine that Bat signal so that Hollywood moguls would come here and use our facilities for their movies.

Do see what I mean? A perfect fit. The next Superhero movie can be attracted by Sandra and filmed in Jim’s studio.

Heck, she can set up a side business too of providing the movie stars and staff with her world-famous quiche. Once that operation is big enough, she can employ the resources as set out below to send her quiche worldwide.

3) I bet you missed it in the Star story but the BLOGMeister did not. Oh, FedEx will be so happy and so will Edgar (aka Eddie). We need to ship out a good part of that medical marijuana (and Sandra’s quiche) by “courier.”

Can you imagine how many parcels will be shipped out per day from the new FedEx facility if there is a crop of 1.3 million pounds of marijuana per year to be sent to individual users. Each pound is the equivalent of 454 grams. Adding in Sandra’s quiche, who knows, UPS and Purolator might be brought into the airport as well and take away more rentals from private landlords again!

Why, even the Cargo Shanty might have a life now if medical marijuana is going to be shipped overseas. Think about these numbers:

“Creative Edge Nutrition, an American nutritional supplement company, indicated big potential revenues, with current medical marijuana users paying up to $6 per gram, while the production cost to CEN Biotech was anticipated to cost up to $1 per gram.”

Do you remember Edgar’s German friends. They wanted to take $.69 bunches of onions and sell them in Europe for $3.60. It is almost a 6 times increase as with medical marijuana. What a coincidence. Accordingly, fill up a plane with onions and marijuana and export them!

3a) Naturally, a lot of airplanes will have to be used by the courier services, especially for overseas deliveries and if there is an urgent need.

Of course, airplanes, like cars and trucks, need to be maintained. Where else will they go but to Windsor’s white elephant MRO! I wonder if Ms. Nazzani is trying to develop that business for her new employer.

4) With all of these parcels and shipments, many of them will have to go by truck to nearby American states. Oh my goodness, shipping marijuana across the border might be an alternative to shipping auto-parts.

Accordingly, there will be a need for a second Ambassador Bridge sooner rather than later. It will force the Governments to meet with Matty Moroun and solve the border problem so that our region can diversify now economically as we should have done over the last decade but for the politicians and bureaucrats.

5) Let us assume that the newly expanded premises cannot fit under the Government energy program. Accordingly, the developers will need a way of growing the marijuana crops economically. Sandra might luck out again!

You remember Sandra’s disastrous project with a company called WindTronics in which the Ontario Government gave the Company $2.7 million:

“A local wind turbine manufacturer that blew into Windsor with great fanfare is leaving.

After two years in operations, the president of WindTronics said the provincial feed in tariff (FIT) program is not working for him, so he’s moving the business to Michigan.

Michigan-based WindTronics produced small residential wind turbines. They are to be used similarly to solar panels.”

Heck, WindTronics turbines could be used to create electricity for the facility and keep it off grid. Ah, but here’s the real genius. The Undevelopment Commission attracted all of these LED companies to Windsor and they have received little once they got here. Now, those companies can supply LED lighting to the marijuana facilities to reduce the amount of electricity needed to that produced by WindTronics. What a fantastic idea that is.

6) Don’t worry about those Heinz jobs that were lost Mayor Paterson:

“Bill Chaaban, CEO stated “it is our aim to become the largest commercial producer of medical cannabis in the world. It is amazing to have the support of the Mayor, the former Provincial Minister of Trade and the regional economic development commission. This political acceptance could potentially open doors to nations around the world for the export of our medicine. It is our goal to build out all 10.3 acres of land that we have leased to become world leaders. Since the region recently lost 700 jobs at the closure of the Heinz factory, it has become our goal to replace those jobs for the region.”

7) Remember all of those applications that people completed for call centre jobs. Here is an opportunity to fill of all them now. That unknown financial company could perhaps have registered stockbrokers and take orders for all those hundreds of millions of shares that have been in play in the Over-The-Counter market over the last few days.

The other companies could hire people to take orders and deal with customer service matters for people who have a need for medical marijuana or for Sandra’s quiches.

Those are just a few ideas that I came up with for W.E.-ED.

Remember that you heard it here folks, W.E.-ED is our future. Let’s hope that our American friends choose not to legalize marijuana. Can you believe that what we did with liquor, we can do with marijuana and prosper again!
