No, you've got it all wrong and backwards.

What is "according to Rick" is that .04 has historically been a technical support/resistance level of SHAREHOLDER PERCEPTION of how close MDMN has been towards finalizing the ADL JV. When the market (shareholder perception) is confident that MDMN is near the ADL JV, the share price trades around .04 and above. When the market (shareholder perception) is not confident that MDMN is near the ADL JV, the share price trades below .04 and generally has wallowed in the .02s. This share price behavior is easily observable by overlaying a timeline of key events in the company's history onto a historical price chart.

Share price has no bearing whatsoever on whether MDMN has a deal or not. Technicals do not influence fundamentals. Fundamentals influence technicals.
