I don't think the % of Cder drugs approved is as good of a measure of potential as the chart seen above where one can see the relative difficulty of attaining such status to begin with.

The chart is BT granted vs denied, and % handled on time by the FDA.

Says nothing about approvals.
Says nothing difficulty of garnering Fast Track

Perhaps you should consider outsourcing your "staff"'s duties to CP's concierge?
