Simple

People don't trust Obama any longer, he can put forth all the legislation he wants, but if the banks don't follow along it won't work. I mean he has done it before where he says this is going to happen, and then the industry leaders being affected halt it, say “wait a minute”, you can’t do that.

He came into office saying that the banks would save peoples homes and work with them, IF they stopped paying their Mortgage. Did that happen, not for the most part. Banks still needed to approve that. And then there is his ObamaCare screw up...

So, some how, he is going to fudge this up.
