It's not dilution, but it's the CEO financing the upcoming deals by selling parts of his shares (owns 100M, 104M Outstanding). Dilution would be the increase of outstanding shares, but because CEO owns 96% of outstanding shares increasing it would mostly dilute his own pocket.

I would estimate to float to be in the 10-15M area now IMO.
