I believe you are correct. If you look at the end of day buys it coincides with the buyback policy for the SEC. Since he announced the buyback plan he has one year to complete it before he has to announce it's completion. However, that also enables him to start a new one since it was 365 days since he last announced it. At the end of this month he has to announce how many shares were bought back this will tell us about where the float structure is at the end of every month.
