Here's a passage from the pr:

The preliminary voting results indicate 506,035,500 shares of the common stock of the Company voted in favor of the proposal. This represents 88.2% of the shares entitled to vote on the sole proposed item,



When they say "entitled" to vote, what exactly does that mean, besides the fact that there was 573,735,000 total shares that were entitled to vote?

I thought all outstanding shares were entitled to vote on adjusting share structure. Does that mean the O/S is 573,735,000? I thought it was higher than that.
