Oil exploration 101 - Before you drill a well there isn't a hole there to be called dry. So you have to drill to find if there is oil there or if the hole you just drilled is dry.

And I agree that oil exploration is a risk business, and not all wells are commercial. Real oil companies use technology and experienced people to improve the chance of success.
