I am aware of the "cheap labor" arguments.

The question is really to what extent will these arguments apply to manufacturing of solar panels using SLTD's cells?

Manufacturing will in the future (perhaps already in the case of solar panels) be almost fully automated. The availability of "cheap labor" then becomes less of an issue in determining where to locate a plant.
