The reason it went to them is proably all the regulations that are put in by congress on the requirements for contracts. You forget all the hell raised about Haliburton when contracts were issued in the beginning of the war. If I recall it was the Democrats that raised all that hell. You don't always get the best on contracts with the way they make you go through the process.
