Well I beg to differ here. I think you have argued that the news had "no factual value" and "isnt anything new".
Todays news gives 100% fatual value. IE it is not "the same info"

Well, I read the news Today and it's all right but it won't have much effect on the PPS because there is no factual value in that news other than Kim being interested to invest the Company in Vietnam and that the Vietnamese government might give its support once operations have taken place...

Exactly, and Kim did in fact told us that there were discussions with foreign governments, so this isn't anything new! There is nothing concrete yet to be released through a PR so it seems...

The fact of the matter is that the information is now concrete and the government of vietnam is not just "give its support once operations have taken place"
They are actively involved in getting operations to take place.

This news is not unexpected by most but it is very new information. It is not just a rehash of "we had a meeting"
