Yes the pit and mine have been fully approved. They are trying to clear the access road. There are other options to get the equipment in if they can't use the road. The last guy they paid to come out was an archeologist. They go back more than 150 years ago. The place that is a possible issue was less than 150 years old. The next guy they have to pay to come out goes from 150 years till today and is called a historian.

Its a process that will be worked out eventually.

The significant area is next to the access road that has been there for decades. Why its a big issue now is beyond my understanding.
