I don't think there ever was any debate about how many shares are outstanding.

Outstanding Shares (OS) is different from Authorized Shares (AS), and both can be found in the company info page on the OTCMarkets.com web site: http://www.otcmarkets.com/stock/HNSS/company-info

The debate is over the amount of float. On the same web page, OTC Markets reports the float for HNSS was 1,078,402 as of August 07, 2013.

Whether or not that was somehow correct last August, or not, is not relevant. It is DEFINITELY NOT correct today. I am personally holding 1,550,000 shares of HNSS right now, so by definition, the float is larger than 1,078,402 just by virtue of my personal holdings being larger.

I do not know what the correct value for the float is, and I do not think that anyone, outside of corporate officials, knows for sure.

We do know that the float is less than, or equal to, the Authorized Shares, which is 30 billion shares.

The last reported number for Outstanding Shares is 10,801,271,706, but that was reported on September 30, 2013. We can figure that the float is probably less than the Outstanding Shares, as some issued shares are usually restricted, and therefore, NOT freely trading and therefore, by definition, not part of the float.

Earlier in the week, some folks stated that the float was about 340 million shares. They did not supply references to back up their numbers. Last Friday, there were 470 million shares of HNSS traded, and last Monday, there were 456 million shares of HNSS traded. The three figures, 340, 470, and 456, are all within an order of magnitude of each other, so accounting for the fact that some probably did one day flips of HNSS during the big run-up on Friday and Monday (which would count for double sales; ie: one buy and one sell), the float is probably at the short end of the range between 340 and 470 million shares.

If you are still confused about the difference between Authorized Shares (AS), Outstanding Shares (OS) and Float, read this: http://www.investopedia.com/articles/basics/03/030703.asp
