Does this part,

refer to Defense investing into penny stock high-tech firms or that it invested a large sum into high-tech firms?



Government doesnt care about a stock price or what we think a company is worth. They invest in the technology. This is why a high tech company like DuPont can get grants to work on something like spider silk and so can a researcher like RL get funding for a high tech idea.

Only you and others like you look at the stock price to decide if research is worthy or not. The government looks at the research to decide if it is worth it.
