The ratio he posted is based on the formula:

Ratio = short interest / trading volume

short interest is still the same (around 19 to 20 Millions)

WA/RR rulings caused the trading volume to spike in the past week.

So short interest divided by bigger trading volume = will yield smaller ratio to cover.

Simple math...
