Ya it does. Normally I can figure the problem out after messing with it for a few hours. If I havent figured it out after 2 hours, I normally get frustrated, say fuck it, reformat the hard drive, reinstall windows and start over. That always solves all issues. It probably wont fix this issue for you though. :( So that sucks.
