We are both correct in that there are different ways of setting your business up to launch a product into a market. Only in this circumstance license first wasn't the choice Marani went with. Doesn't mean it's the wrong choice. I'm sure they did their homework and took caution before reapplying for the license.
When they get their license we can just stop this debate because it's pointless. Their CEO is taking the steps in the order they deem best for the company. That is good enough for me. Once it's approved and this roll out commences shortly after, it will prove that the steps they took were beneficial to the company and not hurt the company.
