That's a pretty strange quote. Since when do you ever make just "4". I'm guessing it's more likely 4 lots, which is 4x20 300mm wafers, and at a Woodcrest die size of ~150mm^2 (4M cache), and even utterly terrible yields, you are still looking at a few thousand chip pairs. That would be the minimum necessary to supply the validation teams, as well as get some of the top tier customers involved (Dell, HP, IBM, etc).
