Look at the post provided by kennny below. The sale has nothing to do with how much they think the shares are worth.
They have sold for a lot less then this. And on a regular basis since 2012. I own stock in companies that insiders sell every 1 or two months. It's pre arranged and part of their compensation. I wouldn't doubt this one was tied to RR ruling event. Who knows. They may be disappointed in the pps as well. Not sure what the rules are for them to stop the sale or cancel. But if I were them I sure would have cancelled sales in the 2's if I could have.
