As a business point of view it wouldn't be time effective if they applied for the license. Waited for the license to get approved. Then searched for a distributor. Then decided to market the vodka. Then found retailers.... etc. Each step is planned to be accomplished within a reasonable time frame of each other in order to make a smooth transition from marketing to selling and shipping.
