When The Commander visited the Soviet Union, (and crossed Siberia) he brought home a collection of toilet papers. None would be recognized as toilet tissue in Western countries. The "luxury" sample resembled our newsprint. The "economy" selections could have passed for by-products from a plywood factory.
As well, nowhere would one find a full roll. At most, hotel rooms were supplied with about a quarter of what would be expected at home, and no replacement rolls. Facial tissues didn't exist.
He was warned before leaving to bring enough to last for the trip. Maybe that's still good advice.
