Tier status is meaningless. It was invented by the for-profit OTCMarkets to sell companies their expensive "reporting packages". That is how they make money - it has no regulatory authority whatsoever. Non-reporting pink sheet is non-reporting pink sheet regardless of "tier" and how much they pay OTCMarkets for PR. The more a company pays, the higher the "tier".

CGFI is SEC reporting. As long as they maintain their SEC reporting status, they are automatically much higher in ranking that any "tier" stocks.
