C-ship must end for this to take place. They can't amend one without amending another. Change is coming for FnF and it's for the better. FnF is not the same as it was precrisis. FnF has already made the necessary changes and backstops are already in place just incase we do see another crisis, it just hasn't been tested until the next recession.
