I really doubt that there are many people buying purely on a message board rumor such as that. Whether it happens or not is irrelevant to the long term movement up of the company and stock. The big news will be when the official PHOT PR comes out, and who knows what news or announcements will come from the sector in general from the administration. Those will be the real movers...
