Site doesn't say zero is fraud but indicates they have pursued active promotion to inflate the companies share value without fundamentals to support it. Nothing really illegal just demonstrates how this company management operated in the past. Whether new CEO will continue this type of activity remains to be seen. For the sake of investors and previous Sec investigations they better be very careful going forward.
