I think it is important to understand that if someone says there won't be any more dilution, they very well could be referring to "no more financing deals". This is different than financing deals that have already been done. If those note holders decide to convert, there is nothing that can be done about that but wait them out. Once all note holders who decide to convert are done, then the SS would remain fixed. This is of course if there are no more financing deals which I believe to be the case here.
