Question on the share increase for PHOT

Can't find the real answer doing my DD...really looked hard but can't find the answer..thanks for helping with the answer in advance.

Question:

If the shares are increased to 3 Billion does the PPS share AUTOMATICALLY become reduced to one third of the share price and when?

ex. Price of the stock is .21 cents. If authorized shares are approved it goes from 1B to 3B and the price is AUTOMATICALLY adjusted to .07 cent....if the answer is yes.....when does this take place...i.e. the day after the shareholder vote...or is it each time PHOT exercises the option to increase A/S towards that 3B share limit?
