10 MILLION SHARE HOLDER BACK TO SELL @ .0206 AGAIN

In first post today I commented on a very large share holder keeping a sale bid 10 million shares at .0206. This held down the price at .0205 max all day long, and the order disappeared from my L2 at approximately 12:30pm central time. It never showed its face again until momentum picked up at end of day, and at 2:55 it showed up. What is going on here? Would anyone like to speculate as to who it is, and why they are holding their order at .0206 at times that trading happens (first 3 hours and last few minutes)? Their MMID was ATDF for those too lazy to look at my previous post.
