No, the domain expired as in they never paid the fee to renew it. If they took it down in order to change something, the domain would still be directing to their nameservers. The only reason you'd get the message that we are getting is related to them not paying their annual $7-$15 fee to renew it.

I am assuming this is an oversight as $15 is nothing, however they would have received several notices prior to expiration. For instance one of my domains which is also on Network Solutions expires in 3 days. I got an email at the 30 day mark, the 15 day mark and 7 day mark. it's not hard to miss unless they just are not checking the email address associated with that domain registration.

They will have about 45 days before the domain will go back to the public for registration.
