While I agree with your sentiments, I don't think that they actually committed to the 19th (make that "anticipates" which means that it's "tentative"), but rather to "by the 19th" (unless you saw that written somewhere).

January 9th PR:
"The company will be updating the public in a press release once the stock dividend is issued, which it anticipates will occur within the next 10 days."

The 19th is Sunday, by the way. Not sure when I last heard of a dividend/distribution being issued on a Sunday. So I guess that means by tomorrow, or maybe Monday. But definitely not the 15th, which was yesterday.
