Fuuff, here is a unsolicited opinion. That site is useless. The only real short numbers are on the real OTC site. Its their exchange and they distinguish what is a true short sale and what was nothing more than a tool used during the trading day to make a long sale.
1. let hand number 2 make the sale to the buyer. (he knows that number is available to hand number 1 already)
2. after making the sale, hand number 1 makes his purchase to cover what hand number 2 just did. (its seconds of being short, not a real short sale)
3. sit back and feel good about not buying any stocks that you couldn't get rid of
