I think you need to listen to the AGM.
Specifically state they are not a company that is in the refining business but are a manufacturer of processors.

I agree investors over last 4 years didnt buy into the change in company strategy but that is what Heddle has now declared.

IMHO as stated many time they should already have #4 operating in NF if there is room or be installing it in FL if not Get 2 running and they can make sufficient fuels to break even. RKTs constant single type of plastic means no tweaking every hour or so as you change input material which IMHO will increase production closer to 4000 lbs
