What you have posted has absolutely nothing to do with GESI.

On-Track stores railcars for the oil and gas industry. On-Track is expanding the storage capacity of their rail yard. 1st stage is to connect the south end of the yard to CN's mainline.

ISL is assisting On-Track in this process. Since On-Track was already using ISL, they suggested GESI use them as well to stay on the same page of developments on the property.

On-Track is utilizing ISL for their own business needs so that's why you see them both in those meeting minutes.
