Doesn't necessarily mean its a bad thing. If I were in managements position, I would have done the same thing. Did people expect them to only raise it to 200 or 250 mil? No matter what any OTC company uses shares for growth. Why keep increasing A/S over and over when you can just increase it once for anything that may arise over the next couple of years. I've seen many OTC stocks that have similar A/S or even more and have barely had any O/S increases for years.
