Okay so SPMI will open 2-4 new stores, with new branding, decals, lets not forget vinyl signs, under "Expresso Emissions"?

At the same point in time, they're opening 24-28 "Speedemissions" stores?

You forgot about the 24-28 other stores that will be opening over the next dozen or more months. That is over 30 stores! :)
