No, you need to get your facts straight. It states right in the case itself that it has jurisdiction and relevance by virtue of the fact that OTHM's business operations are primarily conducted in Canada. It is a Canadian business, and because both Chua and Anderson identified themselves as BC citizens and residents, they are subject to BC and Canadian criminal law and possible criminal penalties if malicious intent is concluded in the findings. Because the business is run in BC, the BCSC has authority to revoke licenses, impose sanctions directly on the business, and issue CTOs to the United States that's to mutual reciprocity agreements between governments.
