1.7 million shares at $2 or so per share is not pennies. If the Merck reorganization placed him on the outside looking in, it could well be that his hire is not to facilitate a Merck relationship but to help ONCS leverage relationships with other players and up the ante for a buyout. Either way it is a great acquisition for ONCS.
