The IDIQ is an "indefinite delivery indefinite quantity contract and is typically awarded for the full amount. Typically the full contract amount to the vendor is for $16M and the construction packages go in packages which can range from several hundred thousand dollars to several million dollars.

The awards are in packages to the same vendors typically and not to multiple vendors.

The revenues will occur not as lump sums but occur over a set time period say five years and will occur in increments.
