I do appreciate the scrutiny here if not for arguments sake then to nail down what is taking place with the trading status. Its no mystery that the shares are trading ... the NSCC and the DTC are both subsidiaries of the DTCC.

The NSCC is involved in the netting of the shares being traded, so if the NSCC is not cross-netting the buys and sells then the DTC is assigning buys and sells to individual investor accounts via each B/D.

The DWAC-DRS restriction is in place and will restrict the depositing of certs, although retail buys and sales will transact unimpeded.
