Let me school ya on how Wyoming works. The initial (first) document filed, which are the actual incorporation papers, get tagged with the year of the filing plus a sequential number to identify the actual document. This becomes the permanent Filing ID for the company and establishes the corporate paper trail for the company.

Scroll on down there an and click the History and Additional Details tabs and you'll see the 9.8 Billion shares as well as the 2013-001563917 filing increasing those shares from 3.8 billion.
