I don't think there is any chance the IR firm is hired and this gets delayed that long. I think the CEO got burned the first time (actually couple of times) with the July date and is holding his tongue now, but is on the north side of 90% sure this is getting done real soon.

The last filing indicated getting signed by year end and it makes sense politically for it to happen this week...My opinion probably today and they carry the news over to next week.

I will be shocked if this happens after the election! This is too big a political tool and it WILL (imo) sway the election for whatever candidate gets out in front of this.

Of course, I could be wrong, but I would be shocked...I think next week starts to get real interesting, if not down right explosive!
