701,286,082 - 400,000,000 = 301,286,082 so the maximum float should be 301,286,082 and NOT 326,986,082.....leads me to the conclusion that the O/S is WRONG.

Good analysis, but there is another possible conclusion, which is that some of the Celprogen restricted shares were unrestricted early, or some portion was never restricted. It's gotta be either higher O/S, or fewer restricted shares than we were told.

O/S - float = 374,300,000 shares, so it could be that at least 25,700,000 of the Celprogen shares were unrestricted.
